Guidelines On Access to the Additional Grant For Persons With Disabilities Under The Parish Development Model
In the FY 2025/26, the Government provided UGX 4,654,147,000 as an additional grant to Persons with Disability (PWDs) that receive a Parish Development Model (PDM) loan. Each PWD beneficiary is scheduled to receive a grant of UGX 500,000 on top of the UGX 1 million loan from their respective PDM SACCO to cater for their unique needs and enhance the participation of PWDs in the PDM strategy.
The additional grant is meant to support PWDs to meet associated expenses as they implement their PDM projects. The expenses may include but are not limited to:
a. Guided assistance or aids, where a beneficiary is blind and requires someone to support them in implementing the project;
b. Helpers, where a beneficiary has a physical disability;
c. Sign language interpreters, where a beneficiary is deaf;
d. Transportation and mobility; and
e. Protective wear for persons with albinism.
The Ministry has finalised arrangements to transfer UGX 3,922,000,000 to 3,639 PDM SACCOs for 7,844 potential beneficiaries in the FY 2025/26. The funds shall be sent directly to the Wendi accounts of the respective PDM SACCOs, as per the schedule attached under Annex “A”.
To ensure funds are disbursed to qualifying beneficiaries, the following implementation guidelines shall apply:
a. Chief Administrative Officers, Executive Director KCCA and Town Clerks shall conduct due diligence on the list of beneficiaries under Annex “A” to confirm the persons eligible as per Schedule 3 of the Persons with Disability Act, CAP 115.
